How to find out the building potential of a lot in Medellín

How much can be built on your lot? The answer lies in Medellín's land-use and zoning plan (POT), Agreement 48 of 2014, and in the physical and legal condition of the property. We explain how to do a first lookup yourself and when a professional study is worth it.
Basic concepts
- Land classification: urban, expansion or rural.
- Treatment (tratamiento): the POT's strategy for the area (for example, consolidation, renewal or development).
- Building allowances (aprovechamientos): density (dwellings per hectare), floor area ratio (buildable square meters per square meter of land) and height (floors).
- Land uses: which activities are allowed (housing, retail, services, industry).
- Obligations: land dedications, setbacks, parking and other requirements.
1. The POT lookup in Mapas Medellín (MapGIS)
The City Hall offers a POT lookup tool in Mapas Medellín. According to its official manual, you go to the Utilities menu, choose POT, and search the property by address, registration number, CBML (the 11-character Commune, Neighborhood, Block and Lot code) or by selecting it on the map. The lookup shows the zoning information linked to the property.
Important: the same manual warns that this information is for guidance only and is not valid for official procedures; for permits, the regulations are checked with the curadurías. The City Hall also publishes the POT regulatory lookup, which includes the 2026 review of Agreement 48. Always check which rules are in force at the time of your lookup.
2. The land-use concept
If you want to know whether a specific activity (for example, a hotel, a warehouse or a parking lot) can be located on the property, there is the land-use concept (concepto de uso del suelo). In Medellín it can be checked online by economic activity. Under Decree 1077 of 2015, article 2.2.6.1.3.1, this concept states whether the activity can be located there, but it does not grant rights or impose obligations (Medellín City Hall).
3. From the rules to the real potential
Multiplying the floor area ratio by the lot area gives a first idea, but it is not the authorized capacity. You need to subtract setbacks, apply the correct calculation base (net or gross area, depending on the treatment), and check heights, parking, land dedications and whether the property is in an area with a partial plan or another planning instrument. The lot area must also match the one on the certificate of title, which you can download from the SNR.
Factors that often change the result
- Lot frontage and irregular shape.
- Restrictions from planned roads or streams.
- Hazards and risks identified by the POT.
- Heritage buildings or conservation areas.
- Lot assembly: sometimes a small lot only reaches its potential when combined with the neighboring one.
4. The permit: the step that confirms everything
The only thing that authorizes construction is the permit (licencia). In Medellín, permits are processed by the urban curadurías; in municipalities without one, by the municipal authority (Ministry of Housing). Before buying a lot for a project, it is wise to have at least a zoning study that anticipates what the curaduría will require.
5. Potential and price
Building potential is what weighs most in the value of an urban lot. So when someone offers to buy your property, or when you are about to buy, it is worth knowing how many square meters the rules allow and for what use. At Vora Capital we do this in our appraisal and property potential service and, if the project moves forward, in the real estate project formulation service.
Step by step: a potential study
- Identify the property: registration number, address and CBML.
- Review the legal status: certificate of title, area and boundaries.
- Check the rules: the POT's classification, treatment, uses, building allowances and obligations.
- Review restrictions: setbacks, planned roads, hazards, heritage.
- Do a preliminary massing study: how many floors and square meters fit within the rules.
- Compare with the market: what product sells in the area and at what price.
- Conclude: the value of the lot based on its potential and the next steps (project formulation, permit, sale).
When a professional study is worth it
- When you receive an offer for your house or lot and do not know whether the price is fair.
- When you are going to buy a lot to build on or to develop a project.
- When you inherit a property and the family must decide whether to sell or develop.
- When the MapGIS lookup shows conditions you do not understand, or results such as "variable" or "N/A".
Frequently asked questions
Can I use the MapGIS lookup to apply for a permit?
No. The City Hall makes clear that it is for guidance only; for official procedures, the rules are checked with the curadurías.
Can I do the lookup myself?
Yes. MapGIS is public and lets you search by address, registration number or CBML. The challenge is interpreting the result and cross-checking it with the other rules and the market; that is where a professional study saves mistakes.
What about the review of Medellín's POT?
The City Hall publishes information about the POT review on its website. Until new rules are adopted, the current ones apply (Agreement 48 of 2014); check the lookup before each decision.
What is the CBML?
It is the Commune, Neighborhood, Block and Lot code that identifies a property in Medellín. It has 11 characters.
Does the land-use concept give me the right to open a business?
No. It states whether the activity can be located there under the POT, but it does not grant rights; to operate, you need to meet the other legal requirements.
